What is Development Services?

Development Services was established in October 2018 to manage the majority of permitting requirements in the unincorporated areas of the County. Its primary mission is to protect and preserve the health and safety of our citizens as well as the environment. This agency is responsible for upholding and enforcing the policies and procedures mandated by the Commissioners Court, in accordance with the Texas Local Government Code, the Federal Emergency Management Agency (FEMA), and the Texas Commission on Environmental Quality (TCEQ).

Our mission is to collaborate with the public to support their permitting needs, address potential issues, and foster understanding to make the permitting process more efficient and effective.

Pre-Development Questionnaire

Our Pre-Development Questionnaire form is found here.

A pre-development questionnaire is a free, optional service intended to provide informational support, but not as a substitute for due diligence in determining all requirements that may apply to a plat, construction plans, building permits, or other project-specific requirements.

GIS PORTAL

Geographic Information System (GIS) is used to create, manage, analyze, and map all types of data. GIS connects data to a map, integrating location data (where an item is) with all types of descriptive information.

To use our interactive map, click on the GIS Portal here. This map, located within Kaufman County, allows you to toggle layers on and off to display the information you want to see. The map shows you what precinct, neighborhood, and school district you reside in. It also indicates voting locations, FEMA flood zones, your city's ETJ (Extra-Territorial Jurisdiction), and other jurisdictions. You can use the search bar to type your full address or PID (Property Identification Number) to find specific features within your property. Kaufman County makes every reasonable effort to assure accuracy; however, GIS data is in a constant state of maintenance, correction, and update.
